THE SEALING OF JUVENILE RECORDS BILL:
- Prosecutors have access to sealed records if the youth commits another crime.
- Youth can still seal 2-5 years after completing all probation requirements.
- Only prosecutors have access to juvenile records.
- Youth can get their records sealed at any age.
- The bill goes into effect ten days after the governor signs the bill.
- The bill is retroactive.
- Cannot get adult records sealed.
- Almost 10,000 youth will be affected by the bill.
There are two new bills. One would open Becca proceedings. Open foster care dependency proceedings to the public, as long as the parent and child says its alright. Foster care proceedings already open.
Age of consent – bill that gives more power to parents to commit kids – if a hospital refuses to take a kid they can be sued by the parents – the hospital can't be sued by the kid. Bill awaiting vote in the senate.
Things to do:
- Talk about different ways to work with adolescents.
- Let the people in DSHS know mental health services failed you and what would really help.
Third bill – 45 days instead of 30 for DSHS to assess a child's long term needs – bill killed
Training Day:
- Could have done a better job recruiting
- Icebreaker wasn't needed
- Incorporate theme of the day into icebreaker next time
- Have district maps so people can find out who their legislators are
Advocacy Day:
- THANK YOU Charlotte/Cherlyn for the the excellent food.
Identification issues:
- Create map of how many youth accessed services in each area of Washington before next legislation
- Trying to get ID, election coming up, register to vote
Make ASK-Y meetings 2 hours long, break into subcommittees for 45 minutes - rest of the meeting spent together, Program, Training, and Policy subcommittees
